Administrative City – La Louvière

Construction of a building designed to house the various city administrative services in La Louviere.

This building is designed to meet the standard of very low energy performance.

 

Bureau of studies’ appointments:

They are concentrated on energy, electricity, sanitary and HVAC studies. The characteristics and specific elements studied are described below :

 

Envelope:

Achievement of a dynamic simulation to determine the heating and cooling real energy needs. The simulation is used to study the building behavior in terms of overheating and leads to the following implementations :

  • reinforced insulation;
  • adapted sunscreens.

 

HVAC:

Implementation of heating and cooling by a cooling heating slab based on the energy study.

Condensing boiler installation as well as a gas heat pump, a group of double flow ventilation type equipped with cross flow batteries.

 

Electricity:

Strong and low electric stream including a new transformer, the LEMF, high efficiency lighting, a widespread fire detection, access control, computer wiring and energy measuring by SQL database.

 

Natural lighting:

Thanks to the natural lighting good performance of the building, the fixtures are equipped with a brightness sensor.

A natural lighting study is conducted to check on the quality.

 

Sanitary:

Rainwater is recovered in a tank with optimized capacity.

 

Centralized technical management:

A modern centralized technical management allows both HVAC production and  supervision, sanitary facilities, electricity as well as measuring and monitoring the consumption.

 

Renewable energy:

The building is also equipped with photovoltaic solar panels. A 25 kW installed power is ensuring a production of approximately 21,500 KWH.

 

Fire protection:

Parking is equipped with a smoke and heat exhaust ventilation systems (SHEV) for enclosed carpark.

The EFC system operates on the principle of horizontal ventilation.

It is designed according to the NBN S21-208-2 EFC and two zones are provided (see map).

The extraction of smoke and heat is through an axial fan (see map) .

The extraction rate is 200,000 m³ / h.

This minimum rate must scan the entire car park.

The introduction of fresh air is done naturally by the front door of the car park, which must be ordered at the opening.

The EFC installation will create a draught through the affected area.
